Shelley Lucas, MPH is a Public Health Principal at the MITRE Corporation with over 20 years of experience in leadership in governmental public health. Prior to joining MITRE in 2021, she served as the State HIV Director for the Texas Department of State Health Services for over 7 years, leading statewide public health programs, administering grants and services, and building effective partnerships. She was a nationally recognized leader in the HIV field and served on the Board and as Chair-Elect for NASTAD (National Association of State and Territorial AIDS Directors) and Vice Chair of the Board for the Southern AIDS Coalition. Since joining MITRE, she has continued her work in public health on projects for CDC and HRSA, primarily focused on improving health outcomes for disproportionately affected populations.
