Richard "Dick" Palmer

Richard Palmer is the deputy director, Capability and Resource Integration (J8) for the U.S. Space Command (USSPACECOM). In this role, Palmer establishes the command’s requirements and advocates for the assigned missions of deterring aggression and conflict, protecting and defending U.S. interests in the space domain, delivering space combat power for joint and combined forces, and developing ready and lethal joint warfighters. Palmer previously served as USSPACECOM’s chief of resource integration, Resource and Capability Integration Directorate, ands as special assistant to the commander, Combined Joint Task Force–Space Operations. Before joining USSPACECOM in 2019, Palmer was a program analyst for the U.S. Strategic Command. There, he led capability analysis efforts across a broad range of portfolios.
