Emerging innovations based on unclassified open source information and carefully crafted collaborative analysis across a wide range of sectors are powering a new level of DHS capability to identify and respond to cyber threats. Thoughtfully encouraged, fostered, and nurtured, this innovative collaboration combined with a DHS-led defensive doctrine could be leveraged into the first piece of a true civil cyber defensive campaign.
