What’s the issue? A Presidential Executive Order on January 23, 2025, directed the Office of Science and Technology Policy (OSTP) to develop an Artificial Intelligence (AI) Action Plan. This plan will define the priority policy actions needed to sustain and enhance America's AI dominance, and to ensure that unnecessarily burdensome requirements do not hamper private sector AI innovation. OSTP sought input via a Request for Information (RFI).

What did we do? The Center for Data-Driven Policy led a cross-MITRE analysis of questions posed in the OSTP’s RFI, seeking to uncover data from our work in the public interest that would help them develop evidence-based, actionable, and effective plans.

What did we find? The United States must take decisive action to unleash the transformative opportunities of AI for the American people while addressing critical challenges posed by countries like China that are aggressively advancing AI to control data, promote state-led initiatives, influence markets, and create military advantage. It's imperative for the U.S. government to foster accelerated AI innovation and strategic deployment—rather than stifle it—by optimizing its regulatory framework to ensure these technological capabilities align with American interests and values. MITRE identified four key recommendation areas:

  • Accelerate AI innovation with public-private partnerships, connecting the innovation in academia, mission needs in government, and scale of the commercial tech sector.
  • Lower adoption barriers so that AI can be leveraged to transform industries, particularly through addressing regulatory hurdles, creating and curating relevant datasets, promoting AI assurance, and federal investments to complement areas where industry and private capital are focused.
  • Secure American AI with a comprehensive approach to physical, cyber, personnel, and supply chain security in our data centers, research institutions, and commercial frontier labs.
  • Build an American workforce to drive and harness AI innovation, building on the decade-old playbook for the cybersecurity workforce.
