What’s the issue? The White House Office of Management and Budget sought input on ways the Federal Government could build the resilience of domestic semiconductor manufacturing and maintain this essential capability through the procurement of commercial IT end products that include semiconductors fabricated in the United States.

What did we do? The Center for Data-Driven Policy led a cross-MITRE analysis of questions posed in the OMB’s RFI, seeking to uncover data from our work in the public interest that would help them develop evidence-based, actionable, and effective plans. 

What did we find? The semiconductor industry is pivotal to national security and economic stability, necessitating strategic investments in domestic capabilities. Our recommendations encompass several critical areas, including enhancing workforce development, bolstering research and development, addressing supply chain vulnerabilities, and fostering technological innovation. Beyond the areas posed in OMB’s inquiry, MITRE also underscores the significance of workforce and research as foundational elements that will drive sustainable growth and innovation in the semiconductor sector.
