How best to measure federal agencies efforts on IT modernization?
Dave Powner, MITRE'S director of strategic engagement and partnerships, talks with Government Matters TV about ways to improve the FITARA scorecard—the biannual report card that measures progress on eliminating duplication and waste in IT acquisition.
"We really need to continue to enhance that relationship with CIOs and the business unit leads," said Powner. "Bureaucracies and culture are difficult to break down."
In a separate interview with Nextgov, Powner said it's important to ensure agency budgets reflect modernization needs. He endorses a budgeting and funding category on the scorecard that includes working capital funds, as well as information on IT costs.
