Federal Tech Podcast: An Argument for Enterprise Design

Complex environments exist in commercial organizations and the federal government. In typical fashion, humans resist change until an incident forces restructuring.

During a Federal Tech podcast with host John Gilroy, Nick Pesce, senior principal, data management, MITRE, explains that today’s government systems are burdened to such an extent that structural change should start now, when it's easy and less expensive.

Pesce and his colleague Don Lamb, lead cybersecurity engineer, MITRE, have experience in federal government change management and view systemic problems through a solution-oriented lens. Their report, Recommendations for Creating Cross-Agency Enterprise Design Specifications, details ways to make these changes. They also detail user stories, use cases, and how to manage requirements and proofs of concept.

They argue that information silos in the federal government can be overcome when combined with a keen understanding of mission objectives.
